All high-rises will be inspected for building bylaw violation: CM BELAGAVI, DEC 17, 2014,
Chief Minister Siddaramaiah on Tuesday said all high-rise buildings in Bengaluru would be inspected for building bylaw violations. Stringent action, including against officials, would be initiated if any violation is found.
Replying to questions by Ramesh Kumar K R (Congress) in the Legislative Assembly, he said buildings taller than 15 metres were considered as high-rises.
Denying any nexus between the government and builders, which may have resulted in building law violation, he said an officer would visit all the buildings for inspection.
He said builders should obtain no-objection certificates from the following nine departments before constructing a residential complex in the BBMP limits: The Fire Department, State Pollution Control Board, Civil Aviation Authority, BWSSB, Bescom, BSNL, State Environment Impact Assessment Authority, Jakkur Flying Club (if applicable) and BMRCL (if applicable).
To a question how many housing complexes had come up in the City in the last five years, the chief minister said that between 2009-10 and till the present date, as many as 97 complexes had been allowed with the permission of the BBMP.
The BDA, post-2009-10, has permitted nine multistorey buildings. No building was allowed after that, he said.
Permission mandatory
To Ramesh Kumar's query whether any structure had come up in violation of the rules, Siddaramaiah replied in the negative. To another question of the member, the chief minister said permission from the Town Planning Authority was mandatory for constructing complexes.
Not satisfied with the reply, BJP MLA C T Ravi asked, "At least 9,000 complexes have been constructed and the government is saying just 97 have been allowed. This also means there is a large-scale violation."
His party colleague Ravi Subramanya said bogus NoCs were evident with 500 illegal structures being identified in the City.
Ramesh Kumar said issuance of occupancy certificate was a business deal between officials and builders. A big mafia is working and powerful people are exploiting the situation. Cases of violation in building norms is common. If there are many cases of violation, then why the government should go ahead with regularisation of illegal structures (Akrama-Sakrama), he asked. Siddaramaiah said the members should not get confused with multistorey buildings and high-rise buildings. He admitted that it was the powerful individuals and not the poor who violated laws. Such people also corrupt the politicians and bureaucrats, he pointed out.

Dec 6, 2014 ::No fire to douse, but heat is on multiplex
Movie-goers to IMAX in PVR, Koramangala, after watching Interstellar on November 26, were in for a surprise. At the end of the show, they realised that both the exit doors were locked.
The ushers didn't allow them to leave through the front entrance citing "procedures" and took nearly 10 minutes to find the key, while the audience waited long after the end credits had rolled.
Eshwar Sunderesan, 39, the author of Behind the Silicon Mask, who was in that audience for the 11:15 am show was appalled that fire safety regulations were violated. Sunderesan said: "Nothing untoward happened, but if a fire were to break out, all of us would've have been trapped inside. Rushing to the far-off entry door would've only caused a stampede."
Sunderesan later confronted the manager of PVR, "Prakash M, who blamed the incident on lapse by the security guard and said such an event hadn't occurred before." Sunderesan however wasn't impressed. "Even if it was one guard's lapse, there are no measures to double check. This is a violation of basic fire safety measures."
In order to raise awareness he tried contacting the Fire department; he called the Regional Fire Officer, Bangalore South, but was asked to file a complaint by email and "the officer hung up". On November 27, Sunderesan filed an email complaint with the DGP of Fire and Emergency Services. "But there has been no response."
Speaking to Bangalore Mirror, Om Prakash, DGP, Fire and Emergency Services, said, "I have received an email from someone informing me of the incident at PVR Cinemas last week. My field officers have been instructed to visit the spot and conduct an intense check, after which they will report back to me with the details. As such, we will be checking the premises from two perspectives: one, since it is located in a mall and should be adhering to fire safety norms prescribed for buildings; and two, since it comes under the Cinematography Act, its licence should be renewed every two years."
Sunderesan also got in touch with Beyond Carlton, an organisation run by the people who lost their family members in the Carlton fire tragedy. "I'm taking up the issue so that there is awareness about fire safety. People need to be aware that they can demand precautionary measures so that tragedies like Carlton can be avoided," Sunderesan says. Uday Vijayan of Beyond Carlton believes that with "doors locked, people could be like sitting ducks in case of an emergency. We have forwarded his complaint to the DGP and are awaiting a response."
A representative of PVR Cinemas said, "We have no such incident reported to us. We are investigating in the matter and will revert after inquiring it. PVR as an organization has always maintained the highest levels of security and safety for its patrons and will continue to follow it in future also".

Mangaluru:Tempo set on fire by miscreants in Mangaluru Tue, 09 Dec 2014
According to sources, tempo bearing registration number KA-19 B-4614, some unidentified miscreants set fire to the tempo and fled the spot.
Fire fighters and police and police were rushed to the spot soon after receiving information.
The Kavoor and Kankanady police on receiving information about the fire rushed to the spot. The fire personnel managed to douse the flames, however, the tempo was almost completely charred.
DCP K V Jagadish also arrived on the spot. Mangaluru Kankanady police have registered a case and investigation is on.

Bus catches fire in Benguluru, KR puram 02Dec2014
Bengaluru: Four persons were injured when a private bus caught fire as it rammed into a road divider when its driver tried to avoid three persons coming on a motorbike in the opposite direction at K R Puram here today.

Bengaluru-Mangaluru bus catches fire, 1 hurt
Passengers had a miraculous escape after a sleeper bus travelling from Bengaluru to Manipal caught fire in the wee hours of Monday in Uppinangady police station limits. Speaking to mediapersons, SP Sharanappa said that fire erupted in the Seabird private bus, when it reached Sannampady near Uppinangady. There were 26 passengers on board and three had alighted at Hassan. The bus driver had stopped the bus at Nelyadi for a cup of tea. A few passengers who could get the smell of burning, informed the driver, who in turn when checked saw fire in the engine after the bus travelled five kilometres from Nellyadi. The driver tried to douse the fire. When he could not extinguish fire, he asked all the passengers to come out of the bus. In the melee, two women passengers who were in the upper berth of the bus suffered minor injuries and are recuperating in a hospital in Puttur. Prima facie evidence revealed that short circuit caused the fire mishap and not due to the negligence of driver or owner of the bus, it is said. As the passengers alighted from the bus, the fire engulfed the entire bus. The luggages have been damaged in the fire. Fire service personnel rushed to the spot and doused the fire.
