KR Market lacks fire safety measures..Sep 21, 2014, DHNS:

The new complex of the Sri Krishnarajendra Market, despite witnessing major fire tragedies in the past, lacks fire safety measures.

The officers from Karnataka State Fire and Emergency Services (KSFES), who recently visited the market complex, have made various suggestions to fire safety measures in place.

“The KR Market complex is a low-rise building. The structure does not have fire safety measures. Hence, we have suggested for the installation of an alarm system, fire extinguishers, water pipes among other measures,” an official of the department said.

Deputy Inspector-General of Police (Fire and Emergency Services) M Chandrashekhar told Deccan Herald that they would submit a report to the State government and Bruhat Bangalore Mahanagara Palike (BBMP) on the fire safety measures at the market. The officials maintained that the Palike which owns the market would be told to instal the necessary fire safety equipment.

The KR Market traders said that 10 fire extinguishers inside the complex were not in working condition.

“Seven major accidents have taken place inside the complex. The two lifts are also non functional. Similarly, there are no sufficient exits. We had approached the Palike, but there has been no response to our requests,” said Asif Pasha, a trader. The traders said that the personnel from Fire department inspected  the premises after they submitted a memorandum.

BBMP Commissioner M Lakshminarayana, when contacted, said that compared to Vidhana Soudha, Vikasa Soudha and other government buildings, the market was pretty much safe. 

He, however, said that he would take necessary steps to ensure fire safety at the premises. Chandrashekhar said that fire safety systems were being installed in the government buildings across the City. Recently, Upa Lokayukta Justice Subash B Adi instructed the KSFES to conduct an inspection and suggest safety measures. 

“We give suggestions to the government departments in case we come across discrepancies in the fire safety system. However, the concerned departments have to act finally,” he added. 

Traders say the four-storey market complex, which houses 1,310 shops, witnessed a major fire accident in 2013 when  50 shops were gutted and in 2011 when 10 shops were gutted.

Most govt offices lack fire safety measures

The Upa Lokayukta Justice Subash B Adi on Tuesday directed the Public Works Department Chief Engineer (Communication and Building), South, to ensure fire safety measures in all high-rise government buildings.
He also instructed the Karnataka Fire Services Department to conduct an inspection and suggest fire safety measures in such buildings. Justice Adi directed the two departments to submit an action taken report within two months. 

When asked about lack of fire safety measures at government buildings, Deputy Director of Karnataka Fire Services Department stated that the PWD, which takes up construction of buildings to house government offices, does not obtain a no objection certificate from the Fire Department. 

Major structures such as Vidhana Soudha, Vikasa Soudha and many multi-storey buildings lack fire safety measures as NOCs were not obtained while constructing them. Most government offices do not have fire safety measures, he said.

The officers told the Upa Lokayukta that the Fire Department on its own had inspected a few buildings and had suggested fire safety measures. However, the measures suggested have not been implemented. A few government structures need immediate fire safety measures, 

In response, the PWD Chief Engineer said that there was no procedure to obtain a sanction plan or licence for construction of government structures. The government has realised the seriousness of ensuring fire safety measures at its buildings and has earmarked Rs 10 crore in the budget in this regard. 

Structures such as Visvesvaraya Tower, Technical Education Department building, CMM court building, City Civil Court complex and High Court building lack the fire safety measures. The PWD has engaged services of the former director of Karnataka Fire Department to ensure fire safety measures, he said. An action plan is being prepared to ensure fire safety measures in all government buildings, he added.

Lokayukta Orders Action on Fire Safety..::17th September 2014

BANGALORE: Responding to an Express report, the Karnataka Lokayukta on Tuesday summoned key officials and questioned them about the shocking lack of fire safety at Bangalore’s courts.
Upa Lokayukta Justice Subhash B Adi on Tuesday took suo motu notice of the report, titled ‘Risk High as Courts Disregard Fire Safety Rules’, on the very day it was published.
Submissions by key PWD, fire services and BBMP officials revealed that most government buildings in Bangalore, including the Vidhana Soudha, are death traps in the event of a fire.
Justice Adi called the Deputy Director of Fire Services, Assistant Director of Town Planning, BBMP, and the Chief Engineer (Communication and Buildings), PWD, to ask them about the disregard of safety measures in government buildings, including the magistrate court building on Nrupathunga Road, and the City Civil and Sessions Court Complex near Cauvery Bhavan.
No Consultation
The Deputy Director of Karnataka Fire Services submitted that the PWD does not consult the fire services department nor does it seek a no-objection certificate from it. He further submitted that even the Vidhana Soudha, Vikasa Soudha, Multi-Storied (MS) Building and other government buildings had not obtained any clearance from the fire Services department.
Despite fire safety inspections at government buildings and advice, nothing has been done, he said. The Chief Engineer, Building and Commission (South), PWD, said his department had sought no approval for fire safety from the fire services department.
Government buildings do not obtain construction plan licences or sanctions from BBMP or the local body. According to the prevailing practice, the building plan is prepared by the PWD engineer and sent to the BBMP or local body only for information, he said.
Rs10-cr Fund
The government has reserved `10 crore for 2014-15 for fire safety in government buildings in Bangalore, and the allocation covers the Vidhana Soudha, Vikasa Soudha, Multi-Storied Building, Visvesvaraya Tower, Technical Education Building, Legislators’ Home, CMM Courts, Bangalore City Civil Court Complex, and the High Court. In this regard, PWD has engaged the services of a former director of the Karnataka Fire Services for suggestions, the engineer told the Upa Lokayukta.
He said an action plan would be drawn up to provide fire safety for all major government buildings in Bangalore.
Big Inspection
The Deputy Director of Fire Service Department said he would inspect all major high-rise government buildings and submit a report within two months.
Justice Adi observed that though PWD government building plans were not subject to BBMP or local body approval, the privilege should not be used to violate building bye-laws.
The Upa Lokayukta directed the PWD Chief Engineer to submit his proposed action within two months and the Deputy Director of Fire Services to conduct an inspection of all major government buildings.
This action will also apply to all the government buildings even in northern Karnataka. Justice Adi directed the officials to submit their action-taken and inspection reports and appear before him on November 17.
