Bangalore: The Karnataka Fire and Emergency services, in association with Narayana Nethralayaorganized“Fireman’s Vision - Our Mission” programme Today. 

The programme was inaugurated by Shri. M. N. Reddy, IPS, Director General of Police and Director General of Fire & Emergency Servicesat the Fire and Emergency Services office auditorium, Central office buildings, Ulsoor.Dr. K. Bhujang Shetty, Chairman & Managing Director, Narayana Nethralayawas the chief guest andpresent at the inauguration were other dignitaries from the Fire & Emergency Services department.

 The Free Eye consultation programme will be a one year programme starting from 1stof November 2015 to October 31, 2016. During the year-long campaign, Fire personnel can walk into any of thefour hospitals of Narayana Nethralayaby exhibiting their Identity cards for a free consultation and eye testing under the guidance of expert ophthalmologists. The plan is to cover all the Fire Personnel under the campaign.

A mock drill conducted by the fire department recently at Narayana Nethralaya was the seed of thought for Dr. K. Bhujang Shetty to organize the “Fireman’s Vision – Our Mission” programme. At the inaugural ceremony, Dr Bhujang Shetty said, “Many people are afflicted with diseases such as BP and diabetes, which are known to affect the eyes over time.It is not necessary for Fire Fighting personnel to have eye related issues due to these common factors. Firemen arevery likely to develop eye problems when they go out to fight for the lives of people during any fire or emergency, hence risking their lives and most importantly of all, their eyes. Regular eye check-up is very important, especially for the nature of job they are into. I am glad that we can make some kind of difference in their lives through our “Fireman’s Vision – Our Mission” programme” he was quoted as saying. 

Speaking on the occasion, Shri. MN Reddy said Bangalore has more than 3000 and odd Fire fighters and officers and we are glad that Narayana Nethralaya has offered to care for them keeping in mind the nature of work and risk factors they face. 

A programme to pledge eyes was also launched. The importance and awareness on of Eye donation was also created among fire personnel. Out of the estimated 1.3 crore visually challenged people, only 0.3 per cent are permanently blind.“We can fight blindness if more people are willing to shed their prejudices and pledge to donate their eyes,” concluded Dr. Shetty.

MORE TAKERS FOR FIRE SAFETY DRILL::: Oct 27, 2015

Increased awareness among people about fire safety norms has brought alive an old rule which existed in the Fire Force Act but had been given a go by all these years. 

The state fire and safety emergency services department has made it mandatory for residents of high rise buildings to undergo training in dealing with fire breakout on their premises, using equipment and evacuation techniques. 

As per the rule, 40 per cent of the occupants/residents should undergo this fire safety drill held by the department, failing which occupancy certificate for the high rise would be withdrawn. 

The vertically growing city did not bother much about fire safety guidelines till it was hit by one of the worst fire tragedies — the 2010 February Carlton Tower inferno that claimed nine lives and left over 50 injured. 

Investigation revealed that the commercial building had flouted major fire safety norms and did not have firefighting equipment in place. The tragedy also woke up the authorities from their slumber, who then took up inspection of high rise structures, issued notices for violations and kept NoCs on hold till they complied. 

However, fire safety issue remains a grey area. 

Though the Fire Force Act mandates compulsory training to occupants of high rises, the rule was almost forgotten. 



Defining high rises 

A few months back, the government redefined the term by amending the zoning regulations of BDA — height of a high rise building was reduced from 24 metres to 15 metres which translates to ground plus four floors. BDA's masterplan 2015 brought out in 2007 had identified a building as a high rise if it scaled 24 metres and above. This had not gone down well with BBMP and fire force department. However, after a few correspondences with BDA stating that as per National Building Code, a high rise is defined at 15 meters and above, the government brought it down by nine meters from 24 metres. 

Two-day training 

* Theory/classroom lessons on basics of fire and its handling. 

* Major portion of the training is practicals on handling the situation when fire breaks out. 

* Know the fire extinguishers and fire safety equipment in your building and its usage. 

* Evacuation techniques; alerting the fire brigade, dousing the fire. 

* Mock fire safety drills with the real-time equipments of the department. 

* Identifying the residents who can be points-persons. 

How it works 

* Fire force department issues No Objection Certificate to the high rise buildings after inspection to check if all the prescribed fire safety norms are followed, including installation of fire extinguishers. Before issuing occupancy certificates, the developer has to give an undertaking that within six months, 40% of the building occupants will undergo the fire force training. 

* "It is a two-day training with a combination of theory and practicals, where residents will be taught on handling the blaze before the arrival of fire brigade personnel. For long the rule was not being implemented in the true spirit. But due to increased awareness residents are coming for the course. The department issues a certificate at the end of the course. If the developer wants to go ahead with the next phase of the project, the certificate is a must. If residents fail to turn up for training, after six months, the occupancy certificate will be reviewed and suspended,'' explained a senior official. 

* "Residents request that training schedules be booked for second Saturdays and Sundays. If the strength is more, then we ask them to attend the training at our academy on Bannerghatta Road," said another official. 

* The department charges `500 per head for training for which a receipt is issued.

BALLARI, October 9, 2015 Lorry carrying matchboxes destroyed in fire



A lorry laden with matchboxes was destroyed in a fire that occurred on NH 13 on Thursday.
It is suspected that the fire was caused due to friction when the ill-fated lorry, which was bound to Uttar Pradesh from Tamil Nadu, might have been brushed by another vehicle.
On getting the information Kudligi police, led by Mahantesh, Police Sub-Inspector, Fire and Emergency Personnel rushed to the spot and extinguished the fire.
The loss was estimated to be around Rs. 22 lakh.
The driver of the lorry fled the spot.
The police are awaiting the arrival of the owner of the lorry to register a case.

A swimming outing on Wednesday ended tragically for Surya (18), his younger brother Prakash (15) and their friend Charles (19), all residents of P&T Colony, D.J. Halli.
Prakash was washed away in an open drain (feeder channel between lakes) at Veerannapalya, behind Manyata Tech Park. The Sampigehalli police, who have registered a case, suspect that he may have bunked school to accompany his brother and their friend to swim and fish.
According to a statement given by Surya, the trio came to the spot in the afternoon. Around 3.30 p.m., he told the police that he saw Prakash, who was swimming, drowning. After his attempts to rescue him failed, he raised an alarm. Passers-by informed the police and fire and emergency services, who initiated rescue operations.
Personnel of the fire and emergency services said that the open drain in the natural valley flows into Manyata Tech Park, where a mesh has been affixed to ensure that waste and muck does not enter the campus. They said that boy’s body may be stuck in the one-km stretch between the place where he drowned and the mesh.
Sarfaraz Khan, BBMP’s joint commissioner of Yelahanka zone, said that following heavy rains on Sunday, some areas near Allalasandra lake were flooded. To ease the flow of water, the silt in the drains was removed at some points. This increased the inflow into Jakkur lake and Rachenahalli lake. “We had alerted residents living in the surrounding areas to exercise caution. However, these boys did not know of the increased level of water,” he said.

ಬೆಂಗಳೂರು: ವೀರಣ್ಣಪಾಳ್ಯದ ಮಾನ್ಯತಾ ಟೆಕ್‌ಪಾರ್ಕ್ ಹಿಂಭಾಗದಲ್ಲಿರುವ ರಾಜಕಾಲುವೆಯಲ್ಲಿ ಬುಧವಾರ ಈಜಲು ತೆರಳಿ ಕೊಚ್ಚಿ ಹೋಗಿದ್ದ, ಬಾಲಕ ಪ್ರಕಾಶ್‌ (15) ಮೃತದೇಹ ಪತ್ತೆಯಾಗಿದೆ. ಎರಡು ದೋಣಿ, ಒಂದು ತೆಪ್ಪ ಹಾಗೂ ಜೆಸಿಬಿ ಯಂತ್ರದೊಂದಿಗೆ ಗುರುವಾರ ಬೆಳಿಗ್ಗೆ 6 ಗಂಟೆಗೆ ಶೋಧಕಾರ್ಯ ಆರಂಭಿಸಿದ ಅಗ್ನಿಶಾಮಕ ಸಿಬ್ಬಂದಿ, 10.15ರ ಸುಮಾರಿಗೆ ಘಟನಾ ಸ್ಥಳದಿಂದ ಸುಮಾರು 50 ಅಡಿ ದೂರದಲ್ಲಿದ್ದ ಬಾಲಕನ ಮೃತದೇಹವನ್ನು ಪತ್ತೆ ಹಚ್ಚಿ ಹೊರ ತೆಗೆದರು.
ರಾಜಕಾಲುವೆಗೆ ಹೊಂದಿಕೊಂಡಂತೆ ದಾಸರಹಳ್ಳಿ ಕೆರೆ ಇದೆ. ಇತ್ತೀಚೆಗೆ ನಗರದಲ್ಲಿ ಮಳೆ ಸುರಿಯುತ್ತಿರುವುದರಿಂದ, ಕೆರೆ ಕೋಡಿ ಹರಿದು ನೀರು ಕಾಲುವೆ ಸೇರುತ್ತಿತ್ತು. ಹಾಗಾಗಿ ನೀರು ರಭಸವಾಗಿ ಹರಿಯುತ್ತಿತ್ತು. ಜತೆಗೆ ಹೂಳು ತುಂಬಿಕೊಂಡಿದ್ದರಿಂದ, ಶೋಧಕಾರ್ಯ ಸ್ವಲ್ಪ ವಿಳಂಬವಾಯಿತು ಎಂದು ಅಗ್ನಿಶಾಮಕ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು. ಘಟನೆ ನಡೆದ ಸ್ಥಳದಿಂದ ಸುಮಾರು ಒಂದು ಕಿಲೋಮೀಟರ್‌ ದೂರದವರೆಗೆ ನಡೆದ ಶೋಧ ಕಾರ್ಯಾಚರಣೆಯಲ್ಲಿ 25ಕ್ಕೂ ಹೆಚ್ಚು ಸಿಬ್ಬಂದಿ ಪಾಲ್ಗೊಂಡಿದ್ದರು ಎಂದರು.

ಸಮರ್ಪಕವಾಗಿ ನಿರ್ಮಿಸಿಲ್ಲ: ‘ಈ ಭಾಗದಲ್ಲಿ ನಿರ್ಮಿಸಿರುವ ರಾಜಕಾಲುವೆ ಅಷ್ಟೊಂದು ಸಮರ್ಪಕವಾಗಿಲ್ಲ. ಮನಬಂದಂತೆ ನಿರ್ಮಿಸಿದ್ದಾರೆ. ಕಾಲಕಾಲಕ್ಕೆ ಹೂಳು ತೆಗೆಯುವುದಿಲ್ಲ. ಕಾಲುವೆಯ ಅಲ್ಲಲ್ಲಿ ಗಿಡಗಂಟಿಗಳು ಎತ್ತರವಾಗಿ ಬೆಳೆದು ನಿಂತಿವೆ’ ಎಂದು ಸ್ಥಳೀಯರೊಬ್ಬರು ದೂರಿದರು. ‘ಅಲ್ಲದೆ, ಅಕ್ಕಪಕ್ಕದವರು ರಾತ್ರೊರಾತ್ರಿ ತ್ಯಾಜ್ಯ ತಂದು ಸುರಿಯುವುದು ಮಾಮೂಲಾಗಿದೆ. ಹಾಗಾಗಿ ಕಾಲುವೆಯಲ್ಲಿ ನೀರು ಸರಾಗವಾಗಿ ಹರಿಯುವುದಿಲ್ಲ’ ಎಂದು ಆರೋಪಿಸಿದರು.
ಕಾಲು ಜಾರಿ ಬಿದ್ದ
ಕೆರೆಯಲ್ಲಿ ಮೊದಲಿಗೆ ಈಜಿರುವ ಮೂವರು, ಬಳಿಕ ನೀರಿನ ರಭಸ ಹೆಚ್ಚಾಗಿದ್ದ ರಾಜಕಾಲುವೆಯ ನೀರಿನಲ್ಲಿ   ಆಟವಾಡುತ್ತಿದ್ದರು. ಈ ವೇಳೆ ಪ್ರಕಾಶ್ ಕಾಲು ಜಾರಿ ನೀರಿಗೆ ಬಿದ್ದಿದ್ದಾನೆ. ಅಲ್ಲದೆ, ಪ್ರಕಾಶ್‌ಗೆ ಅಷ್ಟಾಗಿ ಈಜಲು ಬರುತ್ತಿರಲಿಲ್ಲ ಎಂದು ಪೊಲೀಸರು ಹೇಳಿದರು.
ತಕ್ಷಣ ಆತನ ಅಣ್ಣ ಮತ್ತು ಸ್ನೇಹಿತ ಪ್ರಕಾಶನನ್ನು ರಕ್ಷಿಸಲು ಯತ್ನಿಸಿದ್ದಾರೆ. ಆದರೆ, ನೀರಿನ ಸೆಳೆತಕ್ಕೆ ಸಿಕ್ಕಿದ ಆತ ಕೊಚ್ಚಿ ಹೋಗಿದ್ದಾನೆ. ಆಗ ಇಬ್ಬರು ಸ್ಥಳೀಯರ ನೆರವಿಗಾಗಿ ಕೂಗಿಕೊಂಡಿದ್ದಾರೆ. ಕೂಗು ಕೇಳಿಸಿಕೊಂಡು ಕೆಲ ಸ್ಥಳೀಯರು ಸ್ಥಳಕ್ಕೆ ಬರುಷ್ಟರಲ್ಲಿ ಬಾಲಕ ನೀರಿನಲ್ಲಿ ಕೊಚ್ಚಿಕೊಂಡು ಹೋಗಿ ನಾಪತ್ತೆಯಾಗಿದ್ದ ಎಂದು ಪೊಲೀಸರು ಮಾಹಿತಿ ನೀಡಿದರು.
