BANGALORE: Two children and a 22-year-old man sustained injuries after a shed collapsed on them at Iblur on Sarjapura Road on Saturday. The mishap occurred due to heavy rain. The Sarjapura police along with fire personnel rushed to the spot and rescued them.
Fire officials said the incident took place around 8.45 pm and Raju (22), Kavitha, (8) and Maruf(9) along with their family were in the shed. The wall of an old house attached to the shed collapsed and two neighbouring sheds collapsed on them. Four others escaped unhurt. They were rushed to a hospital nearby and are now said to be out of danger

#Mysore TWO SHOPS GUTTED IN CITY BUS STAND PREMISES::23Oct2014




Mysore, Oct. 23- Electronic gadgets and other products placed in two shops worth Rs. 6 lakh were gutted in a fire that broke out inside the City Bus Stand premises in the wee hours of today.
It is reported that the fire which broke out due to an electrical short circuit resulted in explosion of three LPG cylinders kept at Vinayaka Chat Centre and engulfed into Citizen Mobile Centre thus reducing properties worth Rs. 6 lakh to ashes.
Two fire tenders which were pressed into service succeeded in dousing the fire before it engulfed into nearby shops thus averting what could have been a major tragedy. Devaraja Inspector Kantharaju who rushed to the spot on information conducted mahazar before registering a case.

BANGALORE: While the rest of the city is celebrating Diwali, the Karnataka Fire and Emergency Services department staff will have to give up even their weekly holidays
“No leaves will be sanctioned either. We have already sent out notices to everyone,” says deputy director, fire prevention wing, N U Erappa. This is among the precautions that the department takes every year. The staff works in three shifts from when Diwali begins to the end of this month.
“If people are allowed to take their weekly offs, then we will have 30 per cent less force available at a given time,” says chief fire officer, Bangalore East, N R Markandeya.
As officers prepare to make the city safe, allowing for accidents as they ‘can’t ask people to stop enjoying themselves,’ they appeal to people’s civic sense to help make their job easier.  “It’s common sense — you don’t let your kids burst crackers without adult supervision,” says Bangalore’s other chief fire officer (West), C Basavanna.
It would also be advisable not to light crackers too late into the night, adds his colleague Markandeya. “And not in front of hospitals or close to places that store combustible material. Last year, a paint showroom in Basaveshwara Nagar caught fire.”
Even those who sell crackers are required to obtain NOCs from the department, which has to ensure that sale and storage of crackers are prohibited in congested or thickly-populated localities. “There are open spaces, grounds, identified by the BBMP for this,” Erappa says.
“Each stall should have a entries/ exits in the front and back. They should be equipped with water and buckets,” he says, adding that to ask them to keep fire extinguishers might be expecting too much.
However, despite these procedures, it’s hard to ensure that those in the crackers follow guidelines, says Markandeya.
“They could even have illegal crackers — ones above the decibel limit; it’s hard for us to keep track of each group of stalls.”
Safety precautions
    Allow children to light crackers only when an adult is around
    Don’t wear loose, flowing clothes while lighting crackers
    Hold sparklers away from the body
    Don’t bend over crackers while lighting them. Light them from the side
    Don’t burst crackers in metal containers
    Don’t put crackers into your pocket
    Don’t store or unpack crackers near a flame or heat source
    Don’t return to a cracker once you light it; it could explode in your face

Fire safety: HC notice on five public buildings

They include two court complexes in the city
The Karnataka High Court on Monday ordered issue of notices to the State government and other authorities on a PIL petition complaining about lack of adequate fire safety measures in five major public buildings in the city, including two court complexes. A Division Bench comprising Chief Justice D.H. Waghela and Justice Budihal R.B. passed the order on the petition filed by Sharan Desai, a resident of Bangalore.

The public buildings mentioned in the PIL are Karnataka Housing Board, Bangalore Water Supply and Sewerage Board, Karnataka Power Transmission
Corporation Limited, all housed in different blocks in Cauvery Bhavan on K.G. Road; the City Civil and Sessions Court Complex behind Cauvery Bhavan and Metropolitan Magistrates Court complex on Nrupathunga Road.
Pointing out that the authorities concerned are aware of the inadequacies in fire safety systems in these buildings following an audit by the Fire and Emergency Services Department, the petitioner has complained that no step has been initiated to comply with
regulations.

MYSORE::: FIRE AT PLASTIC WASTE WAREHOUSE

Mysore, Oct. 19 - Plastic wastes worth Rs. 16 lakh were reduced to ashes when a fire broke out at a godown named J.S. Brothers located in a busy place on C.V. Road in Bannimantap here this morning.
It is reported that the shop belonged to one Suhail J.S. Ahmed Raza, a resident of Mandi Mohalla, who was buying plastic and other wastes from rag pickers and others to sell it to factories at places like Bangalore.
It is said that Raza, who visited the shop at about 7 am today found that everything was normal and left for home. At about 7.15 am, residents who saw smoke billowing from the shop informed Raza, who rushed to the spot and informed fire service personnel and took to dousing the fire himself with three of the four fire extinguishers which he had kept at the place but in vain.
Eight fire extinguishers from Saraswathipuram, Bannimantap and Hebbal Fire Stations, which arrived at the spot at about 7.30 am struggled for about two hours to douse the fire to prevent it from spreading to neighbouring shops and houses thus averting major tragedy.
The intensity of the fire was so severe that smoke was seen billowing from the shop even at 11.30 am. A JCB was deployed to clear the shop from plastic wastes to avoid further damage.
In a complaint lodged with N.R.Police, Raza has said that just yesterday, he had purchased wastes worth about Rs. 6 lakh which was to be dispatched to Bangalore today and added that Rs. 32,000 in cash, three small fire extinguishers, eight CCTV cameras installed at his shop were reduced to ashes due to the fire.
Meanwhile, residents of the area said that the MCC should take severe action on these shops, as chances of damage to lives and properties were more. They also said that the streets in the heavily populated area were narrow which hampers rescue operations.
Fortunately, two boys and six women, who work in the shop daily escaped as it was a Sunday, they opined.
Meanwhile, Corporator Suhail Baig said that he had given a letter to MCC Commissioner to act on illegal shops while Raza, the owner of the shop claimed that he was doing business since 2005 with permission from the MCC.
City Police Commissioner Dr. M.A.Saleem and DCP M.M. Mahadevaiah who arrived at the spot told N.R. Inspector Gajendra, V.V.Puram inspector Suryanarayana Rao, Mandi SI Keshavamurthy to write a letter to the MCC seeking eviction of such shops from the area.
It may be recalled that three people had perished in the same area when a container containing perfume burst while being opened by force with an iron rod at a godown in 2011.

Police have invited applications from people who want to set up firecracker stalls for Deepavali. Duly filled-in applications can be submitted from October 6 to 10, between 11 am and 5 pm, at the office of Deputy Commissioner  of Police (CAR), Mysore Road. 

Applicants should draw two separate demand drafts (DDs) from nationalised banks—one for Rs 2,000 favouring the DGP and director, Karnataka Fire and Emergency Services, and the other for Rs 1,000 (processing fee of application and other management expenses) favouring the commissioner of Bangalore City police. 

The demand drafts and the following documents should be enclosed along with the application: two recent photographs, photocopy of the proof of residential address (ration card, telephone bill, voter’s identity card, electricity bill, an affidavit declaring that none from his family is applying for the same ground and the Taxpayer Identification Number (TIN).

Lottery system

Applicants will be selected via a lottery system to be held on October 15 at 11 am at the office of DCP (CAR) on Mysore Road, while temporary permission letters will be issued on October 18.

The Bruhat Bangalore Mahanagara Palike will decide on the number of stalls to be set up at different grounds.

Three workers at a cloth dyeing and polishing unit in Cubbonpet were injured as a two-storey structure came crashing down on them when one of the boilers in the unit exploded on Thursday afternoon.

The explosion was so huge that windowpanes, household articles and aquariums in over 10 adjoining houses were damaged. A two-wheeler and some handlooms were also damaged in the explosion. Some of the adjoining structures developed cracks as well, said the police.

The injured, identified as Gurusiddappa, 35, Somashekhar, 50, and Tushanth, 30, were taken to St Martha’s Hospital for treatment. They are out of danger, the Ulsoor Gate police said, quoting doctors.

Jagannath, who was running the unit on Anjaneya temple road and had not taken any safety measures, was arrested after some local residents made a complaint against him. He did not have valid permission to run the unit. Besides, he had not taken any safety measures, the police said, adding that he had been booked for negligence.

About 15 workers are employed at the unit. Eight of them were working on Thursday afternoon while others were on leave on account of festival holidays. All the boilers were switched off as the work to clean the unit was going on.

Five workers left for the day around 12.30 pm. Moments later, a worker switched on a boiler but forgot to fill in the water. A while later, the boiler crossed the heat limit as there was no water, and exploded, the police said.

There was a huge thud and the adjoining two-story building came crashing down. Three workers were struck inside. Some local residents immediately called the police and the fire brigade. The firemen rushed to the spot and rescued the trio who were then taken to the hospital, the police added.

Dharmaraya Swamy Temple corporator P Dhanaraj visited the spot and met the local residents. When asked about the compensation, he said the incident occurred due to negligence of Jagannath, and the BBMP could not be blamed. The BBMP cannot compensate in such cases, he said.

No Smoking’ board must for new public buildings September 30, 2014 23:40 IST

Fire safety clearance certificate will not be issued if the rule is not followed’

Karnataka Fire and Emergency Services Department has made display of ‘No Smoking’ boards at the entrance of all buildings classified as public places mandatory for getting the fire safety clearance certificate.
In a circular, dated September 22, 2014, Director-General of Karnataka Fire and Emergency Services Om Prakash directed all fire officers in the State to strictly recommend applicants of no-objection certificate (NOC) from the department to display ‘No Smoking’ boards at the entrance of the building, conspicuous places inside the building and at the entrance to the lift on each floor.
“If the boards are not put up after constructing the building, the department’s clearance certificate will not be issued,” Mr. Om Prakash told The Hindu over the phone. While NOCs are issued before the construction of the building, fire safety clearance certificates are issued before an occupancy certificate is sought from the respective civic body, he said.
Civic bodies cannot issue an occupancy certificate without the fire safety clearance certificate.
The new condition has been included in accordance with Section 4 of the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003 (COPTA) that prohibits “smoking in all public places, including any place to which public have access, whether as of right or not, and includes business places and offices, corporate houses, shopping malls, theatres, factories, hospitals, amusement centres, restaurants, public offices, court buildings, etc...”
The display of ‘No Smoking’ boards was applicable to high-rises as well as low-rises, Mr. Om Prakash said.
Other conditions
This is in addition to the other structural and fire safety equipment conditions stipulated in the National Building Code, including mandatory fire exits, setbacks, and installation of smoke detectors and sprinklers as applicable to residential, commercial, industrial, mixed occupation, institutions etc.
The new condition was included following a recommendation from the Institute of Public Health, which is coordinating with the Home Department for implementing COPTA.
“Fire started by careless use of smokers’ materials has been the leading known cause of fire-related death in all countries across the world... Studies show that fires ignited by smokers’ materials result in more fatalities and property damage than those ignited by other sources,” said a letter written to the Fire and Emergency Services by Vishal Rao U.S., Director of Cancer Prevention Project of the Institute of Public Health, Bangalore.
“Since cigarette smoking is a potential fire hazard, addition of this rule to the existing set of rules prescribed for minimum requirements to prevent fire would be very useful to safeguard the lives of millions in our State,” he said.
