Fire breaks out at pub on Church Street
Updated: September 13, 2015
A fire broke out on Saturday evening at a pub on the first floor of a multi-storey building on Church Street around 8 p.m. while renovation work was being going out in a pub.
Two fire tenders rushed to the spot and doused the fire.
According to fire officials, the mishap occurred when labourers were putting up the name board of ‘Russh’ pub on the building. A worker, Veerendra, was reportedly welding the board when the foam packed inside caught fire due to the sparks from the welding machine.
The fire destroyed parts of the yet-to-be-opened pub. According to the staff, the contractor, Swamy, fled from the spot. Cubbon Park police have registered a case against the owner of the pub for not taking sufficient precautions.

A three-storey building, whose foundations had allegedly weakened after days of incessant rain, collapsed on Thursday at Konapana Agrahara on Hosur Road.
The police said an elderly woman, who was the only tenant in the building, had a narrow escape when she fled the house as soon as the building began to crumble.
“There used to be a catering centre on the ground floor of the building. We are not sure if there are any casualties,” said Fire and Emergency Services personnel, who were at the spot clearing the rubble.
Fire control room officials said that they received a call at 9.13 p.m. from one of the neighbours and two rescue vehicles were despatched to the location.

Govt. threatens to stop power, water supply to high-rises flouting safety norms

High-rise buildings on Sarjapur main road

September 3, 2015

The State government has threatened to stop electricity and water supply to high-rise buildings including malls, multiplexes and apartments that are non-compliant with safety norms.
Home Minister K.J. George, who reviewed the fire audit of high-rise buildings across cities in the State with the Director-General of Police M.N. Reddy on Thursday, told presspersons that Bangalore Electricity Supply Company (Bescom) and Bangalore Water Supply and Sewerages Board (BWSSB) would be asked to disconnect electricity and water supplies to high-rise buildings located in the State Capital.
In other cities, the respective electricity supply companies and Karnataka Water Supply and Sewerage Board would be asked to stop power and water supplies to buildings that are flouting safety rules.
The Karnataka Fire and Emergency Services has been conducting one-time safety audit of all high-rise buildings located in cities. Developers of several malls, apartments, auditoriums and commercial complexes have obtained non-objection certificates from the department but later failed to install fire safety norms, Mr. George said.

BBMP issued clearance to 97 high-rises from 2009 to 2014

While there are complaints about the pace of the fire audit, the Fire and Emergency Services has for the first time ever conducted an on-ground survey and identified all the high-rises in the State, including illegal ones. High-rises are buildings that are taller than 15 metres.
The survey, carried out last year, put the number of high-rises in the State at 18,442, of which 15,850 are in Bengaluru.
Findings questioned
While some still dispute the findings, the BBMP Restructuring Committee, which carried out a satellite aided Geographical Information System (GIS) survey of the entire city recently, recorded 15,951 high-rise buildings, which is just 101 more than those identified in the on-ground survey. The difference is attributed to buildings under construction, as the satellite survey also counts such structures.
“Until recently, no agency in the State had the number of high-rise buildings, as most are illegal and have not taken necessary clearances from civic bodies. The survey has, for the first time, identified illegal high-rises that have been overlooked by civic agencies,” said M.N. Reddi, DGP, Fire and Emergency Services.
Bruhat Bengaluru Mahanagara Palike (BBMP) has no reliable data on the number of Occupancy Certificates and Clearance Certificates issued by its Town Planning Department to high-rises.
Between 2009 and 2014, the civic body issued clearances to only 97 high-rises. However, thousands of high-rises were added to the city’s skyline in that period. The magnitude and contours of the scam were made evident by the two surveys.

The Bangalore Metropolitan Task Force and Lokayukta police are probing the fake OC and CC scam in the Town Planning Department.

Bad News for High-rises Flouting Norms

BENGALURU:Fire and Emergency Services Department has decided to stop water and power supply to high-rise buildings that do not have fire safety measures in place or have violated safety norms.
After chairing a review meeting of the department, Home Minister K J George told reporters that the department has directed Bangalore Water Supply and Sewerage Board and Bangalore Electricity Supply Company to disconnect services to high-rises which have violated fire safety norms. There are around 14,000 such buildings in the state of which 13,000 are in Bengaluru, a source in the Fire Department said.
George said if builders do not fall in line, then the department will withdraw the no-objection certificates given to these buildings.
The minister said the department officials have been inspecting high-rises regularly. The builders follow all safety guidelines at the time of taking the NOC. It is after the NOC is obtained that the violations take place, George said. He said that henceforth the department will do an audit of all high-rises on a regular basis.
George said modernisation of fire and emergency services was on the cards and soon, 90-metre ladders will be purchased. To meet the staff shortage, around 500 Home Guards will be appointed, he added.

Vaishnavi Vittal, 06 Apr 2010 ,
Fire safety norms for city high-rises
It has been less than two months since the Carlton Towers fire accident took place. A week after the incident, Commissioner of Police Shankar Bidari issued a notification saying that owners/lease-holders/occupants of such buildings must adhere to a set of rules and regulations, and report the same to the nearest police station by April 15th, 2010. In case the building is not according to the plan sanctioned by the local authority, the Commissioner has set June 30th, 2010, as the deadline to conform to the approved plan. The order says that these buildings must comply with the guidelines as prescribed in the Karnataka Fire Force Act, 1964; The Karnataka Fire Force Rules, 1971; and the Karnataka Fire Force Regulations, 1971. Interestingly, these laws mentioned in Bidari's order do not say anything about how the public should follow the fire safety rules. Neither do they have anything on maintaining the fire safety equipment. In fact, fire safety guidelines have also been mentioned in the National Building Code of India. It has specific guidelines on how to regulate construction activities across the country. Ironically, Bidari's order does not say anything about this building code either. Here's what you need to know about the fire safety norms for high-rise buildings (15 metres and above). This information has been obtained from the office of the Karnataka State Fire and Emergency Services, Bangalore, and has been compiled from the National Building Code (NBC), 2005. Road width & building entrance The road where a high-rise is constructed should not be less than 12 metres wide. This is to ensure easy movement of fire services vehicles in case of an emergency. This road should be hard-surfaced so as to withstand a minimum of 45,000 kgs, which is also the maximum weight of a fire engine. The entrance of these buildings needs to be a minimum of six metres wide. Here, the height should be five metres or above. Setbacks High-rises also need to have setbacks in the front, sides, and rear portions of the building. The width for this differs with different types of buildings. For residential buildings, the specifications are:

Height of the building in metres Side and rear open spaces (setbacks) to be left around the building,
minimum in metres 15 5 18 6 21 7 24 8 27 9 30 10 35 11 40 12 45 13 50 14 55 and above 16

If your building height is not mentioned in the above table, the maximum height of the building should not exceed 1.5 times the width of the road abutting, plus the front open space. In case the building abuts on two or more streets of different widths, the building shall be considered as facing the street that has the greater width. Here are the setback details for other types of occupancies: Type of building Side and rear open spaces (setbacks) to be left around the building; minimum in metres (m) Educational buildings (except nursery schools) 6 Institutional buildings 6 Assembly buildings 12 m setback in front 6 m setback in the side and rear portions (If assembly buildings are permitted in purely residential zones, the open spaces around the building shall not be less than 12 m) Business, mercantile, and storage buildings 4.5 (If in a purely residential zone or in a residential with shops line zone, the open space maybe relaxed) Industrial buildings and hazardous occupants 4.5 (for height of 16 m) (for every increase of 1 m height, increase setback by 0.25 m) The compulsory open space around the building should not be used for parking. If parking space is provided on the setbacks, then it should be done only after leaving a distance of a six-metre-wide open space from the building line in the form of a hard-surfaced driveway which should again be able to withstand a load of 45,000 kgs. Stairways are exits, not lifts or escalators A staircase is the only safe means of escape during fire emergencies. Lifts and escalators are not considered as exits. According to the norms, all high-rises must have a minimum of two staircases, each at a remote distance from the other. The minimum width of these staircases will be based on the type of the building. Residential buildings (dwellings) - 1.6 metres (For row housing with two storeys, the minimum width shall be 0.75 metres) Residential hotel buildings - 1.5 metres Assembly buildings like auditoria, theatres, and cinemas - 2 metres Educational buildings - 1.5 metres Institutional buildings - 2 metres All other buildings - 1.5 metres These staircases should be enclosed, and at least one of them should be on the exterior walls of the building and should open directly to the exterior or interior open space or to an open space of safety. The staircases need to be constructed of brick or reinforced concrete with a minimum of two-hour fire rating. Fire rating is the time that a material or construction will withstand the standard fire exposure as determined by the fire tests done in accordance with the standard tests of materials/structures. The staircases also need to be ventilated. If this is not possible for some reason, then it has to be pressurised. They also need to be enclosed with smoke-stop swing doors on the exit to the lobby. These doors need to have at least a two-hour fire resistance to prevent smoke and fire from entering the staircases, and vice versa. To prevent the entry of fire and smoke, extension of the staircase to the basement is prohibited. A separate staircase, not connected to the main staircase, should connect the basement to the upper floors. Elevators Every high-rise should have a minimum of one lift (or elevator) which can carry eight persons or a maximum weight of 545 kgs. The landing doors of the lift enclosures should open into a ventilated lobby and have a 30-minute fire resistance. The exit from the lift lobby should be through a self-closing smoke-stop door of a 30-minute resistance. The lift should also have a switch at the ground floor level to ground the lift car in case of an emergency. One fire lift of eight-person capacity (545 kgs) for 1,200 square metres of floor area should be provided and be available exclusively for the fire personnel to contain the fire. Lifts should have solid doors with at least one-hour fire resistance. No lift should have collapsible gates. Fire safety equipment Each high-rise should have fire extinguishers, hose reel, dry/wet riser, automatic sprinkler system, manually operated electric fire alarm systems, automatic detection and alarm system, underground static water storage tank, terrace tank, and so on. This requirement differs from one occupancy to another and also on the basis of the height of the building. Click here for more details. Materials that are combustible in nature and those that can spread toxic fumes or gases should not be used for interior decoration and furnishing. Service ducts and electricity supply If service ducts are provided in the building, they need to be enclosed by walls of at least two-hour fire rating and doors of one-hour fire rating. All such ducts/shafts shall be properly sealed and fire stopped at all floor levels to prevent possible travel of smoke and fire from lower floors to upper floors. In case of power failure, alternate power supply also needs to be provided through a generator to supply power for staircase lighting, corridor lighting, fire pump, pressurisation fan and blowers. Exit routes All escape routes should be marked with a signboard on the corridor and passage to guide during evacuation. The escape route lighting should be on separate circuits and independently connected so that it can be operated by one-switch installation on the ground floor, making it easily accessible to the fire personnel. The staircase and the corridor lighting shall be connected to an alternative supply. Fire safety plan In addition, every high-rise should compulsorily have a fire safety plan. This plan should include the action that can be taken by the occupants in case of a fire. The plan should also have telephone numbers of all emergency services. This plan must be distributed to every occupant in the building and displayed on each floor. Also, one of the occupants should be made fire safety director or fire safety warden. His/her duty is to conduct evacuation drills regularly. The NBC also gives a sample fire safety plan format. This includes details of the fire safety director, deputy fire safety director, fire wards, deputy fire wardens, and building evacuation supervisor. The plan should also mention the frequency of fire drills, how they were conducted and who participated in the same. (Should we scan this bit and link it here for more details?) Also, at least 40 per cent of the occupants of the high-rise should be extensively trained in conducting proper evacuation, operation of fire safety systems and equipment, and other fire safety provisions in the building. Fire control room in 30-m-high buildings All high-rises and apartment buildings that are 30 metres or above in height, should have a fire control room on the entrance floor of the building. This must include a proper communication system (a suitable public address system) to convey messages to all the floors. The details of all floor plans and fire-fighting equipment and installation have to be maintained in the control room. Other rules In the case of hotels, business and mercantile buildings which are 30 metres or above in height, a qualified fire officer (with a minimum of three years of experience) should be appointed. The officer's job is to maintain the fire-fighting equipment in good working condition, lay down the fire orders and operational plans, impart training to the occupants on fire prevention and evacuation, keep proper liaison with the local fire services and ensure that all fire precautionary measures are observed at all times. For high-rises above 60 metres in height, provision for a helipad should be made.   ⊕

LPG leak halts traffic on NH4 AUGUST 26, 2015, SAKLESHPUR (HASSAN DIST)/MANGALURU, DHNS

Traffic on the Bengaluru-Mangaluru National Highway came to a halt near Doddatappale village for more than eight hours following a leak in the LPG gas tanker after it toppled in Sakleshpur taluk on Tuesday.

The LPG-filled tanker, bound for Bengaluru from Mangaluru, toppled after the driver lost control over the vehicle around 6 am.

As a precautionary measure, traffic was halted for an hour on the route.
However, vehicles had to be halted again following heavy leakage of LPG from the tanker.
Till the LPG was refilled into other containers, vehicles continued to be stranded.

Three empty tankers and gas-refilling machines were brought from Mangaluru for refilling purpose. The refilling work started at 3 pm and will continue up to 11 pm. As the highway was completely closed for traffic, hundreds of vehicles were stranded on the stretch on both the sides.

Police personnel had taken precautionary measures to avert any untoward incident.
KSRTC Mangaluru depot Manager Muralidhar said that no bus was diverted in the morning.
Due to another traffic jam in the evening, two KSRTC Volvo buses heading towards Bangaluru deviated and came via Mysuru, on the Mani-Mysuru Road.

Fire at garbage-processing unit brought under control
Bengaluru, Aug 22, 2015, DHNS
The major fire that broke out at the MSGP garbage-processing unit near Chigarenahalli in Doddaballapur taluk on Thursday was brought under control on Friday with the firemen working late into the night.

However, firefighters are still struggling to douse the blaze. Six fire tenders were rushed to MSGP after the fire erupted at there at around 3 pm on Thursday.

The Doddabelavangala police have registered a case against the management of MSGP “because the fire adversely affects the people and livestock in the villages in and around Chigarenahalli”.

Though the police are still trying to establish the cause of the fire, the police suspect that a few persons associated with the firm might have deliberately set the garbage on fire unable to process some pockets of the trash.

The mishap has put extra burden on the Terra Firma unit as a few garbage trucks have been diverted there from MSGP unit in Chigarenahalli, sources said.

BROTHERS FROM BENGALURU DROWN WHILE IMMERSING ASHES OF THEIR GRANDFATHER

Mysuru, Aug. 21- The Cauvery Sangam at
Ganjam in Srirangapatna taluk in Mandya district, yesterday, stood witness to heart- rending incidents in which two brothers from
Bengaluru, who were immersing the ashes of
their grandfather drowned, while their uncle
who tried to rescue them was saved by
fishermen.
Following the tragedy, the grief-stricken
parents attempted suicide but were prevented.
The deceased have been identified as Bharath
(19) and Karthik (17), sons of Nagaraj, a
resident of Banashankari 3rd stage in
Bengaluru. Their uncle, who was saved by
four fishermen from drowning has been
identified as Mani.
It is reported that a group of 23 members
including Bharath, Karthik, their parents
Nagaraj and Devi, accompanied by uncle Mani
and seven children had arrived at the Sangam
in a Maruti van (KA 02 N-6880), a Tempo
Traveller (KA02 AC-6477) and a TATA Sumo
from Bengaluru to immerse the ashes of
Mani’s father, who had passed away five days
ago.
After completing the rituals which lasted
about 45 minutes, Bharath and Karhtik, along
with others, entered the Sangam in Ganjam
with the pot containing the ashes of their
grandfather for immersion.
While others returned from the river, Bharath
and Karthik stayed put at the Sangam. All of a
sudden at about 12.30 pm Karthik was
washed away by the river, while Bharath, who
was nearby, was also washed away while
trying to save Karthik.
Meanwhile, Mani, uncle of Bharath and
Karthik, who was helplessly watching the
proceedings jumped into the river to rescue
the two, but was caught in a whirlpool. Four
fishermen who were laying net to trap fish
nearby, noticed Mani being drowned, jumped
into the river and rescued him.
Srirangapatna Police led by Dy.SP Siddesh,
Circle Inspector M.K.Deepak, SI Sunil and
staff, who reached the spot along with Fire
Force and Emergency Services personnel from
Mandya and Srirangapatna, launched a hunt
for the bodies of Bharath and Karthik, which
proved futile in the evening. Search
operations have resumed this morning.
Saved by Fishermen: Mani, the uncle of
Bharath and Karthik, who drowned at
Cauvery Sangam in Ganjam yesterday
afternoon was saved from the jaws of death
by alert fishermen, who were fishing nearby.
Mani, who jumped into the river to rescue the
two brothers was struggling after being
caught in a whirlpool.
The four fishermen, who brought Mani to the
banks of the river after their brave rescue
attempt have been identified as Venkatesh,
Nagendra, Shivu and a physically challenged
person A. Mallesh, all residents of Ganjam,
Srirangapatna taluk.
Depressed parents attempt suicide: Mysuru,
Aug. 21 (RK&RNN)- Nagaraj and Devi, parents
of the brothers Bharath and Karthik, who
were drowned, were aghast to witness the
horrific incident of their children being
washed away at the Sangam. The distraught
couple who could not bear the horrific
incident, ran towards the river to jump into it
to end their lives at about 2.25 pm.
But their bid was foiled by locals and traders
in the vicinity, who rushed to the scene and
prevented them from jumping into the river.
Poignant moments were witnessed at the spot
where Nagaraj and Devi couple were pleading
with residents to allow them to end their lives
saying that they cannot not live without their
sons.
Cauvery Sangam lacks security: Mysuru,
Aug.21 (RK&RNN)- It is distressing to note that
Cauvery Sangam in Ganjam in Srirangapatna
taluk, which is visited by thousands of people
throughout the year, lacks security, exposing
tourists to danger.
It is unfortunate that the area is still without
security arrangement despite several
tragedies occurring regularly. Thousands visit
the area every year to immerse ashes of their
departed near and dear ones and perform
rituals throughout the season, even when the
water level of the river touches the danger
mark.

Four injured in LPG cylinder explosion at Duddagere MYSURU, AUG 22, 2015, DHNS

Four persons, including a woman, suffered burns after a domestic LPG cylinder exploded following a leakage of gas, at Duddagere in Mysuru taluk, on Thursday.

The incident occurred when Ratnamma, wife ofHalagappa, turned on the gas stove at her house in the village. Ratnamma wanted to prepare coffee for her relatives Nagaraju andPuttaswamy.

All the four persons were injured in the incident and have been admitted to KRHospital in the City. According to the doctors treating the injured persons, the condition of Halagappa is critical.

allegations of illegal gas refilling triggering a blast at the place.

Rameshwarappa said, "It was a miracle as other than the occupants of the house, who have been injured, the furniture and other materials remain intact".

Two men die in manhole
n what can only be described as cruel irony, two labourers died on Tuesday after descending into a manhole in front of the house of Minister for Social Welfare H. Anjaneya, who has the responsibility to ensure the prevention of incidents of manual scavenging in the State.
Further, the two workers — Prasanna Kumar (29) and Yathiraj (23) — were engaged by a contractor hired by the Central Public Works Department (CPWD) to clear the clog in front of the quarters of the Income Tax and Central Excise Department. Around noon on Tuesday, Yathiraj entered the manhole — which comes under the ambit of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act 2013 — to clear the drain. Seeing him suffocate, Prasanna Kumar reached out to help his colleague, but fell down into the manhole. This is the ninth death since the practice was prohibited in 1993, and observers say this incident points to the government’s inability to halt manual scavenging.
